The Japanese American Research Project (originally named the Issei History Project) was initiated by Wakamatsu Shigeo, President of the Japanese American citizens League (JACL) in 1960. Kōtarō Sutō was born in ca. 1883; a native of Kanagawa Prefecture, he came to the US in 1900 and relocated to Miami Beach, FL, ca. 1916; married Masa Sutō, 1921; worked for Miami pioneer developer, Carl Fisher before starting his own nursery business; was given many commendations and honors for his active participation in and devotion to the city of Miami; Kōtarō and Masa, known as "Papa" and "Mama", became US citizens (1958); Kōtarō died in 1963.
